South Whisman Precise Plan

Kevin Gardiner & Associates assisted the City of Mountain View in preparing a regulating “precise plan” for a 48-acre planning area. Existing uses included a number of light industrial uses that had reached the end of their functional cycles, and there was a desire to redevelop the site into a mix of uses including residential. Rather than have the area develop in a piecemeal fashion with each parcel planned independently, the City embarked on a master planning effort that will result in the creation of a phased plan for the entire area.
The project included a stated intention to include form-based code elements together with more conventional land use regulations, performance measures, and design guidelines. The resulting plan is based on building types, open space networks, and a traditional-neighborhood street grid.
Results
The plan successfully rezoned land previously designated for “Limited Industrial” use to allow for high-density residential development.
Resulted in 592 new residential units.
Established a “Neighborhood Mixed-Use” designation, allowing for local services and shops within walking distance of new homes.
Mandated the creation of new parks and green spaces to offset the density, resulting in the construction of the 2.7-acre Pyramid Park.
