Kevin Gardiner & Associates helps municipalities and development professionals move from policy and vision to plans that get built. The firm pairs deep planning and urban design expertise with a practical understanding of how projects actually move through entitlement and approval, so the same work reads clearly to city staff, decision makers, and applicants alike.

Kevin Gardiner, AICP — Founder

Kevin Gardiner, AICP, founded Kevin Gardiner and Associates after nearly 30 years in California planning and urban design, including years leading a city planning department. He has written the staff report and stood at the podium, and he brings that dual perspective to every plan and every project.

He has led general and specific plans, zoning and objective design standards, housing element work, downtown and corridor plans, and entitlement strategy for cities and applicants across California, with selected work in Oregon, Arizona, and Indiana. He is known for balancing vision with what actually gets built.

Kevin holds three degrees from UC Berkeley, has been certified with the American Institute of City Planners (AICP) since 1999, and is active in the American Planning Association and the Urban Land Institute.

Matt Flynn — Project Manager & Senior Planner

Matt Flynn is a Project Manager and Senior Planner with KGA, where he brings a combined background in real estate, urban planning, and design to help developers, public agencies, and communities achieve successful, implementable projects.

Over more than 15 years across urban planning, real estate, and community development, and as both a licensed real estate professional and a planning practitioner, Matt has helped cities and developers streamline entitlement processes and improve development outcomes. His work spans specific and area plans, zoning updates, site development review, community engagement, and process improvement.
