  10. Worked on a community visioning and feasibility study for a city-owned property in Brisbane, California

  11. Conducted community engagement for a historic district design study in Tempe, Arizona

  12. As Community Development Director, managed the General Plan Update for Burlingame, California

  13. Prepared Objective Design Standards (ODS) for Piedmont, California

  14. Oversaw the 2024 Burlingame Housing Element Update and Certification,

  15. Assisted the City of Foster City with an existing conditions analysis for the Land Use & Circulation Element of its general plan.

Kevin Gardiner

Kevin Gardiner, AICP, brings nearly three decades of experience in urban planning, urban design, and community development to his role as founder of Kevin Gardiner & Associates. Widely recognized for his ability to balance vision with practical implementation, Kevin has led and contributed to general plans, specific plans, area plans, and development projects in California, Oregon, Arizona, and Indiana. His expertise spans downtown revitalization, transit-oriented development, housing strategy, and sustainable growth, with a proven track record of guiding cities through complex planning challenges. He has also guided development projects in all phases of the development process, from site feasibility analysis and acquisition to the entitlements process.

At Kevin Gardiner & Associates, Kevin combines deep technical knowledge with a collaborative, client-focused approach. He is committed to creating places that reflect community values, strengthen local economies, and enhance quality of life—delivering plans and projects that move seamlessly from concept to reality.

Matt Flynn

Our Collaborators

Matt Flynn joined KGA in 2004, serving as a Project Manager on all projects during the firm’s earlier incarnation. Now a Senior Planner, he focuses on advanced planning initiatives, drawing on his extensive experience managing similar projects in close collaboration with Kevin Gardiner. His portfolio includes downtown plans for Burlingame, California, and Scottsdale, Arizona; a design study for a historic district in Tempe, Arizona; and a comprehensive plan for Logansport, Indiana.

In addition to his planning work, Matt has spent many years managing real estate development projects and working as a Realtor, further expanding his knowledge.

Matt has developed strong expertise in community engagement, ranging from event planning and facilitation to direct interaction with residents, business owners, and stakeholders. He is skilled at designing and leading inclusive outreach efforts—such as workshops, open houses, surveys, stakeholder interviews, and pop-up events—that foster collaboration and capture diverse perspectives. His approachable style and ability to translate technical planning concepts into clear, accessible language help build trust and ensure meaningful participation. This combination of communication skills and planning knowledge makes him particularly effective at guiding communities through complex planning processes.

Matt holds a diverse academic background. He studied Interior Design at Ball State University in Indiana and has earned several professional certificates: a Land Use and Environmental Planner Certificate from the University of California at Davis, an Urban Design Certificate from The City Program at Simon Fraser University in Vancouver, BC, and a Business Certificate from City College of San Francisco.
