A guide to creating a subdivision: dividing land into new lots with new streets and public infrastructure. This is primarily a Planning and Engineering process, running from the land use application through the infrastructure permit approval and recording the final plat with Deschutes County. Roughly nine times out of ten one developer creates the subdivision and sells the lots, and a different party pulls the building permits. Once the plat is recorded, building permits on the individual lots follow the Building Permits on Platted Lots workflow.
