A guide for infill and middle housing projects - duplexes, triplexes, quadplexes, and cottage clusters on existing lots. Under Oregon's middle housing rules these are permitted outright in Bend's residential zones: their standards are verified through the building permit, with no land use application. The Planning and Land Use steps below apply when you divide land (for example a Middle Housing Land Division to sell units on separate lots) or when a historic district or Waterway Overlay applies, and the Engineering steps apply only when public improvements are required.
